For a tow-yard or impound release, confirm the exact requirements with the tow yard, releasing agency, lienholder, or police department . Ask which document, signer, identification, wording, and original-copy format they will accept.

Yes. The Nevada DMV NVL-003 Dormant Vehicle Affidavit must be notarized or signed before an authorized DMV representative. Use this affidavit to reinstate a registration that was suspended for an insurance lapse when the vehicle was not operated during the lapse. If approved, DMV reduces the reinstatement fee to $50; any applicable fines may still apply.

The NVL-003 is a sworn statement that your vehicle was not operated during a Nevada insurance lapse. It is used to reinstate suspended registration after you obtain current Nevada liability insurance. The affidavit must be completed in full and notarized (or DMV-witnessed) using original, unaltered signatures.
Bring proof supporting the dormant period (for example: storage documentation, tow/repair receipts, work orders), along with current Nevada Evidence of Insurance. DMV may also request a Property Owner Affidavit (NVL-025) if you claim the vehicle was stored at a specific address.
When approved, DMV reduces the reinstatement fee to $50. Any fines for the insurance lapse may still apply, and normal taxes/fees are due at renewal.
